Winchester Capital was originally founded in 1986 by its CEO, Ceasar N Anquillare, and the family investment office of the Hon. W. Averell Harriman, a partner of Brown Brothers Harriman, one of America's largest private banks. Following a distinguished career as a banker, Governor of New York, Secretary of Commerce and diplomat (with postings as Ambassador to Great Britain and the former USSR), Ambassador Harriman returned to New York where his family office made direct investments in technology, consumer, defense and other growth sectors. Upon the appointment of Mrs. Pamela Harriman as Ambassador to France in 1995, Winchester Capital was acquired by Ceasar Anquillare and his London colleagues.
